In case others might be interested, I have just spoken / sent a fax to Enschede, who have been most helpful.

I have received fax confirmation that an overnight stop at the airbase is approved, and that the cost will be ~NLD100 (which I think is approx GBP30 - not too bad at all).

There seems to be no restrictions on the reason for the visit, or whom I might be meeting

Avgas is available too.
